Is frosting safe for dogs?
Yes, frosting is safe for dogs, as long as you are careful in choosing the ingredients. Some people make mashed potatoes and spread them on top or use mashed bananas as frosting for their dog cake.
Cream cheese dog frosting is used a lot but it does contain a lot of fat. It would be better to mix peanut butter and bananas together instead. Be sure to store this type of frosting in the refrigerator to prevent spoilage.

Selling homemade dog treats regulations
Selling homemade dog treats does have regulations that do vary from State to State. So, if you decide you want to start selling custom dog cakes you will need to become registered through your State's Department of Agriculture.
You can bake dog cake recipes for your own dogs and give them away for free but you will need to register each individual dog cake recipe if you start selling the cakes to customers. For example; if you do add blueberries, that would need to be registered as a separate flavor, every time you change the dog cake recipe you will need to have it analyzed at a commercial feed lab and then submit it to have it registered in each State that you sell in.
